Paul Kagame wants Banyarwanda shot on sight

People suspected of threatening national security should be killed on sight, according to reports quoting Rwandan president Paul Kagame on Friday.
He also dismissed criticism of his government’s human rights record.
His comments, made in a speech in the west of the country on Thursday, came the day after Washington accused the East African nation of carrying out arbitrary arrests and urged President Kagame to respect freedom of expression.
“Those who talk about disappearances... we will continue to arrest more suspects and if possible shoot in broad daylight those who intend to destabilise our country,” President Kagame was quoted as saying by the East African.
On Wednesday the US, which has become increasingly critical of Rwanda’s government in recent months, urged the country to “account for individuals arrested over the past two months and currently in custody”.“We also call upon Rwanda to fully respect freedom of expression, including for members of the press so that they can investigate, report and facilitate discussion on issues of public concern,” the State Department said.
Rwanda swiftly rejected the criticism, saying that it was responding to threats from the Democratic Forces for the Liberation of Rwanda (FDLR) — remnants of the Hutu group linked to the 1994 genocide in which at least 800,000 mainly Tutsis died.
“We call on all parties to refrain from discourse and actions that embolden the FDLR and its allies, and thereby endanger the lives of Rwandans,” Foreign minister Louise Mushikiwabo said in a statement.

Human Rights Watch last month reported an increasing number of forcible disappearances in Rwanda and said there were “indications of involvement of state agents.” Rwanda accused the New York-based group of spreading the equivalent of “political propaganda for terrorist groups.”

Simple logic: First, scare people that you are the only one who can rule them; When they begin to see holes in your leadership and start challenging you, arrest and shoot them broad day light!               Hey Fly Kagame believes to be in charge. That is sign of desperation and dictaterial rule that will eventually bring him down. I'm concerned of recent and frequent meeting of East Africa leaders excluding Tanzania. Obviously they sense something coming. Giving up power can be sensible but refusing to step down does creature enemy than friends.

                  OMG, how do you challenge Kagame's government by killing people? these are just killers, they did exactly this in 1994, killed more than 1m people, it would be negligence and naivety to fold your arms while innocent civilians perish.
                  that is the responsibility of the president to protect his people.

                    What will kill Kagame is his arrogance and threatening statement.Kagame should know that he invaded Rwanda 1994 Killed Habyarimana,Rwigyema and many people including people of the Genocide all where killed by Kagame and why didn't God order for shooting him on the spot it is because he was given chance to repent and instead of repenting he is arrogantly ordering silly orders as if he is almighty.Kagame why do you want to kill and kill and Kill and who is going to Kill you since you are not everlasting.

                        A leopard will never change its colour. There you go now we can see his true colours. It is sad because he had wonders for Rwanda but at the moment he run out ideas. He does not realise time to step down instead resort to desperate measures. We should have life-time presidential terms in place. Now African leaders often critise western and USA interfering with African internal affairs but in fairness they are scared of being advised to step down. They make passionate speeches that gives them applauds.

Kagame has done what is pleasing to God... by defeating the Genocidal forces and reintegrating those who repented their sins into his government, forgiving those eho had killed, removing the death sentence from the Rwandan penalties, putting in place unity and reconciliation, checking on the "powers that be" who were grabbing big chunks of land to the detriment of wanachi's ... the list goes on... even protecting the citzens by arresting them like it has been done is a God given responsibility.
                            All this justifies why God is on Kagame's side. ofcourse he is not going to stay on this earth like you and I....

                              What else can we expect from Kagame, especially when he meets with his mentor and now patron? Both have blood on their hands and their minds. And when Kagame announces a blood bath, he is just affirming what we already know. He helped Mr Museveni to murder Ugandans in Luwero, Arua, Masaka and Mutukula, etc. Then, after having resting in the Mbarara area, he headed back to Ruanda for a blood-birth extra spectacular!! Unless the USA Govt stop to merely waffle-and-mumble about murders and genocides in the Central African Albertine Region, we are all doomed!!!Have you forgotten about our visionary man’s boasting last year that he is happy with General Kayihura lobbing tear-gas and indiscriminately shooting at the Opposition Opponents? Watch this space and disabuse yourself of any thought that these two ICCC Candidates have any respect for any other peoples’ human rights. Kagame and Museveni are our second millennium equivalent of Nero, Hitler, Stalin and the like combined.

                                  Arthur, unwittingly or not, a former British Prime Minister is in cahoots with a brutish African leader. Tony Blair is Kagame's main cheerleader in the West.
                                  Also, Kagame pays huge amounts in dollars to PR firms to lobby on his behalf. That explains why, despite a poor human rights record, rich individuals and firms now invest in Rwanda. What riles Kagame is his inability to cajole and hoodwink all of Washington and other Western cities.
                                  It is incomprehensible to him that his 'good' deeds - clean Kigali; fibre optic network; etc - are overshadowed by his intolerance of political opposition and the "disappearance" of individuals.
                                  But there's nothing new in all this. With Zaire's vast mineral wealth and pro-Western stance, Mobutu used the US, French and Belgians to prolong his hold on power, much to the detriment of the Congolese. Thanks to Blair's work, Kagame will survive as long he delivers clean streets and communications networks.
                                  Point is to the Kagames and many in the Western capitals, life of the ordinary Africans is very cheap.

                                      To our African leader fair Judicial system is biggest threat to their grip in power. First of over all dictators dismiss justice, until when everyone knows it's them who decides. This frustrates people and become submission to the ruler. Everywhere u go people will say I thank the president, we want the president to decide, give us, tell us etc... However any developed nation allows justice to prevail in all circumstances. Recently i had comment of someone gloating how they had to use justice to impeach mayor Lukwago. That is not justice. None is above the law and we should allow justice to function fairly without interfere from above

                                            Any blood she'd is a national loss. What so called leaders must reliase that they don't come to power to oppress their people but govern. Becoming a president does not mean you rule over peoples' minds and their choices but listen to our people. For our leaders have never learnt a lesson that they come in power because none was listening to them.

                                              Shooting a 'suspect' on sight is bad governance. Arrest them, take them to court and if there's sufficient evidence convict and sentence them in accordance with the provisions of the law. What if they arrest citizens and realise they were innocent after they have been shoot? Another way to look at it is to put two buttons before the President, one for 'peace' and the other for 'war'. A leader who panics easily is likely to press the 'war' button. That's the situation President Kagame and his comrades should avoid.

If people gather their thoughts locally they become formidable and make their say. Decentralisation is good way to do it and mps seeking for votes have to be accountable for their contribution to the people they represent.

He just wants to do whatever he pleases without any criticism.He threatens violence that is why there is alot of fear and no accountability.The west like dealing with Monsters like M7 and kagame and that will always be African's problem.                                                             At least he's cleared this matter up. That's good. Everyone can now see the way justice and the rule of law is administered in Kagame's Rwanda: just shoot on sight.
                                                            This is the thing about such rulers: they just cannot hide for ever. Eventually, the truth about them surfaces. Tragically, most of their adoring, subservient natives will never realise their true colours...perhaps only after it's too late.

                                                                    Mr Kagame should bear in mind that he and most of Africa's other so-called liberators were once "enemies of the state".
                                                                    This seems to be an excuse to justify the silencing of all opposition, both democratic and non-democratic.

                                                                                            Your excellency Paul Kagame, you have done well in changing Rwanda as a country from what used to be aden of chaos to a true and prospering country.
                                                                                            However, I disagree with you in some areas. Notably, when you say "any one suspected' of being a threat to national security to be shot during broad day light.
                                                                                            Remember, some one is only SUSPECTED. He may NOT be a threat after all ! The other thing is, Rwanda , just like Uganda will now use that as an excuse to silence and even kill people who only disagree with you politically.

Not so long ago he raised issue of eradicating conflicts in Africa. This is not the way forward, otherwise u kill one and another takes over. Kagame had refuge in Uganda for a long time what if he was killed. I'm sure he did not come to power peacefully now I can greed of power and how he want to rule by iron fist.                                                                                                                                                     President Kagame, you are not be the first to utter these deadly words. Just so absolute power does not consume you absolutely, some reminders:
                                                                                                                                                    President Muamar Gaddafi had a bottle of anger three times yours. His threats against "enemies of state" indeed yielded horrible deaths. Gaddafi received exact currency. He died like a chicken thief!
                                                                                                                                                    Saddam Hussein Abd al-Majid al-Tikriti, the monster once in charge of Mesopotamia (Iraq) had the mightiest threats and enjoyed deadly outcomes against "enemies of state". He could not hold power for ever. The hangman's noose was an answer to his horrible crimes against his country men.
                                                                                                                                                    Nicolae Ceausescu of Romania was worse .His secret police, the Securitate, was one of the most ubiquitous and brutal secret police forces in the world. On his final day on earth, Ceaușescu and his wife were shot by a firing squad.
                                                                                                                                                    What is the point? It does not have to come to these end-points. No one man has absolute wisdom at husbanding a nation state. Each and every citizen of any country can positively contribute to the affairs of the state. It is not a preserve of one individual or his ethnic group or gang of like-minded power thirsty individuals. Resorting to threats and carrying out murderous intentions is a very dangerous trajectory, Mr. President. Very very dangerous.
                                                                                                                                                    Mr President; Those who rule by the sword will have the sword visted upon them, the old saying reminds us. We lovers of Rwanda are very very afraid that you have not learned from Rwanda's tragic history. You are seemingly paving the road to history, again! Please, please U-turn!
